Accessibility
Although Sizihwan Bay is quite big, the place I'm recommending specifically, is not as accessible. It's easily accessible by motor bike, but if commuting by train, you can get off at Sizihwan Station. Don't let the name fool you, the observation point is still quite a walk away!
Uniqueness
What I love about Sizihwan is the view that complements the sunset. The beach, the high mountains nestled with the residences of National Sun Yat-sen University make it a marvelous site to see.

A personal note

My experience

Visiting Sizihwan Bay was one of my favourite experiences whilst living in Taiwan. Part of my last day in a 4 day tour of Southern Taiwan, my local Taiwanese friend had brought me there to experience his common pastime, to go sunset watching at Sizihwan. I quickly learned that Sizihwan was quite big, and actually that there were multiple points from which you can watch the sunset. The Breakwater Observation Point, although much farther is totally worth going! Beside the observation point is a beach and an elevated dam in which you can rest upon and watch as the sun goes down. There, you'll also see many other students of the nearby university also relaxing and watching the sunset too. The sunset view from Sizihwan is truly special, thanks to the stunning scenery that complements the setting sun. The majestic mountains, along with the university residences and buildings dotted along the coastline, create a harmonious and captivating sight. Do note that while there are stairs leading up to the elevated dam for sunset viewing, it does close around ~7:00 PM. Be mindful of how others descend, so that you can descend safely! Typically, there are makeshift stairs at the end of the dam to assist you in getting back to the ground.
